how do I create a faction
Currently you cannot create new factions, the link found at http://www.torn.com/factions.php is bugged.
The only way currently is to buy (or be given) an already existing faction from another player.

You can use this link. However it seems to be bugged. You can add a reply there if you're having issues about creating a faction.
