To increase your rank you need to achieve certain mielstones in the following three; level, crimes and networth.

Flamethrowers are a good place to start without a doubt... but the quickest way? hmm. DPs/cutlass swords are good for networth and are worth a lot more than flamers, and therefore less would need to be obtained for resell. Flamers are worth 2.5mil each, so you'd need almost 10 of them for every dp you sell back. I also think its more cost effective with dps aswell.
In fact, last time i calculated (many months ago) flamethrowers would yield a slightly less percentage return on the buy price, than dps (didnt factor in rising price of flamers as supply dwindles). However, I dont know if this is the case anymore.
