Ok, so Torn has now become quite a huge world for us all in recent times. With an adept new system it offers great opportunity for new infrastructure to the city...

There are a considerable amount of criminals that get off pretty lightly considering most of them are repeat offenders. There's never anyone in the Jail when I go to bust people these days. And there's certainly no retribution within the community.

My suggestion:

If there was a Police Force,

It could reward the players that feel that some players will always be more corrupt than them and can never catch up, or even those that feel they have done enough of being a criminal and wish to opt in to be the legal version of a gang.. The Torn City Police Department.

This could be a new Education opportunity in becoming the straight or corrupt arm of the law; allowing for different perks (arresting players, ending faction wars, state wages, bragging rights,+Defence etc.) And perhaps negative perks (loss of respect gained, Cannot bust players, higher chance of assassination, -Dexterity etc). 

It could be an NPC State-run faction, where the players get paid a daily wage to send people they think of as criminals to jail. --- After the Police win an attack they have the option to Arrest/Detain meaning more players could bust others outta the. Adding to the stats which reward an Arrest merit.
-This would also mean players would need to pay more attention at what spare items they carried around on them which were illegal and make use of properties and islands, and vaults to store their guns, drugs, prized artifacts and weapons, not to mention all those erotic dvds (That should be done in ones property or risk jailed for indecent exposure) ;)

[Perhaps this could also tie in with the Army, or open up other legit white-collar workplaces which mean that players can all be part of the corrupt system itself?]

I am welcome to any contributions/corrections, these are all ideas that just came to me after I found myself soon to be attaining a Bachelor of Law where Busting is 50% easier, but theres noone to bust...

Also, they are reworking the jail system so that there will be more people in jail, so it's a bit premature to suggest anything related imho.

Thats kinda the idea of it though, a lot of the aspects of this game either need to be reworked to prevent corruption. Or to leave it in the game as one of the perks of Torn.

This suggestion is to generate ideas and hopefully evolve into something workable.

"Exploitable"

Right now, a lot of Torn is exploitable because of super-rich players who can hold and dominate the 'free market'. Or those who have played for years being active, can win almost any race/attack. Even those who wish to use multi-accounts can exploit certain aspects of the game.

What I am talking about here is not a new overhaul to the system, but to include already suggested ideas and functions of the game which can be incorporated to define the infrastructure of the city. Handing more power to the players, or at least to appear so, so that it can expand beyond gangland criminal and faction rivalries and far more into the disputes of the corrupt arms of the law.

I actually find your idea to be very intriguing, and I can envision how it could be worked into the game rather successfully, as well as I can see how it would fit with the overall game features. Of course it would need some fine tuning, such as there would have to be some limitations to how many people an officer could arrest each day, and what kinds of evidence the officer would have to gather on a person before they could arrest them. Other details would also have to be closely scrutinized and worked to prevent failure of the system.
Did I just say prevent failure of the system??? Hmmm, is that even possible in a justice system? lol

Anyways, though I like the idea and can see how it would fit, I'd much prefer a major cleanup of the bugs which are currently in the system, before an extensive new feature would be added to the game. The reason is such a new feature would add many more bugs to an already bug loaded game, and it would even make it harder for the coders to find and fix the current bugs, as bugs tend to hide underneath other bugs. Fix one bug, and you find two more.
