So my friend came over and she logged in at my place. Now I cannot send her money or stuff to help her out. How long before it lets me send her stuff again?

Should be under 3 months, some say shorter some say longer. Just be patient.
Now is this a coincidence she signed into at your house and suddenly you have to help her with items and money.
Now these days everyone has smart phones where its so easy to log in without having to log into your account from a friends house.

also even if she did have a smartphone, she might have had to use his wifi which would also effect it
she's 13 xD ..... although i've seen 6 year olds with smart phones of their own o-o what is wrong with our world?
