I haven't played Torn in a long time. Could anyone tell me where to get the different kinds of equipped armour from please?

City -> Item Market -> Armor
If you want to go abroad, the Combat Set (Gloves, Boots, Pants, Helmet, Vest) can be found in South Africa.
the combat armor set is the best available along with a flexible body armor

I was under the impression that only the equipped armor that covers the upper body would have any effect for now, according to Chedburn's announcement? Or has it been officially been confirmed elsewhere outside the announcements/news section that helms, gauntlets, pants and boots have already started taking effect in reducing damage?
attacking 2.0 put them into effect mate.
self tested, you get hit for waaayyyyyyyy more if you have weaker armor on.
