gave me a cool like 2 hours of 24
This is pretty normal (you can still use morphine up till the medical cool down reaches 24 hours)
For example: If you use 2 morphine that is 2hours med cool down, you can still use up to 22 more morphine before you can't use medical items anymore (I am assuming 1 morphine is 1hour) -it maybe 1.5hours but the principal is the same.
So you don't have to wait until the cool down time expires, you just can't use anymore if it goes over 24hours.
The booster cool down is the same.
