to blackmail someone do you have to be online a the time of the blackmail?
If by Blackmail you are talking about the Faction Organised Crime, you do not need to be online when the crime is being planned or initiated.
Planning (setting-up) the crime requires 2 people that must have been online within the past 24 hours and not already be in an organised crime. It can then be initiated after 24 hours, as this is the time it takes to plan.
The crime can't be initiated if either of the 2 members are traveling/hospitalized/jailed.
