Members can retrieve and loan items. There should be an option to allow members to able to loan only or to loan and retrieve.
Also to maybe add a limit to how many items a member can use to prevent unwanted uses.

this is useful as it lets members of a faction to choose what items to loan for themselves but doesnt let them retrieve from someone else
Should make it so that only faction leaders can retrieve items
My suggestion makes it so the leader and co-leader can chose who has permission.
isn't that similar to the full ordnance permission?
