Will my employees gain the primary and sec stat forthe job daily even if they have much lower stats than the recommended ones?

Yes they will still gain the stats.
But as i found out recently...the more efficiency stars they have the greater their gains will be (the max gains occurring at 5 stars efficiency)
they will only gain a percentage of the maximum gained stats if they are below it. If they are too far below they will gain nothing.
