so if i refill i will get extra 150e daily? Or if i take xanax then 400e and train. Then refill and can i get 400e? I mean refill carry xanax effect? Or only 150e a day.
It sets your energy bar to 150. If you have 0 - you will gain 150. If you have 150 - you will gain nothing. If you have 400 - (I believe) you will lose 250.

I'm pretty sure you can't refill if you have full energy
Refills are most effective if you use one just after 00:00 and again after 00:05 TCT (refill timer resets at 00:05) after boosting your happy with edvds (+ xtc if you're not on drug cooldown). Don't use the edvds before 00:00 or you'll lose the extra happy as the clock strikes 12.
Happy timer resets on the 00, 15, 30, 45 min marks (different from the once per day refill timer).
If you are looking at cost vs energy gains a Xanax is better.
The positives of refills are no drug addiction and there is a honor for it. You should always refill during faction chains.
Personally I try to do 3 Xanax a day + refill.
Before RESPO, it will tell you:
'Your energy is already full. What's the point?'
Haven't tried it out post-RESPO though.
