how actually the nerve bar increases? are need to achieve the crime award first the the nerve bar increase?
i have done total crime: 2484 and my nerve still 21. Now i can do crime 7 nerve.

Your nerve bar will increase as you gain more crime experience. Once you have reached that next level, your nerve will go up by a natural 5 increment. Stick to safe crimes so that you don't lose any crime experience by going to jail.

Follow the nerve guide. Don't do the crimes necessarily in order of cost (i.e. 5 nerve, then 6 nerve ...), since some crimes are very bad for your nerve bar (e.g. 8 nerve Drug crimes) or just not very good.
You probably did quite a few crimes that put you in jail which is slowing down your progress.
When I started and followed a guide, I got 30 nb within 30 days. I made sure not to do any crimes which can put me in jail :)
