Erm,if you own a private island you have access to the vault and you can keep the money there
If the pi is not yours,your spouse owns it or it's rented then you can't use the vault
Try the Caymans if you don't want to wait for the bank
you are very helpful maybe you in the wrong faction :)

The three top properties, and I think all of the unique homes, have access to each vault upgrade.
