    It should, but I don't think it's really worth all the hassle of fixing this :P

This is an issue, since the dirty bomb has been dropped, some shops have been closed and you'll get the message "You try the door, but the shop is closed." However, you can still go to those shops if you do the 4 nerve crimes such as sweet shop.

Shouldn't those crimes be effected by the dirty bomb?
