I recently hit level 15 not too long ago and was told to level hold by a friend of mine. Later on, another friend told me it's not worth level holding anymore... What do you guys recommend?

Lots of disadvantages and some advantages. No matter what your stats are (Whoring def, or dex) you'll find that many fights would have ended quiet differently if you had that extra life. Sure I get lots of defends, surprise lots …

I recommend you don't level hold and so will many others.
Life is much more important since changes were made to attacking, you don't want to restrict your life by level holding, you're other friend knows what he's talking about.
Can't really do too much harm. Might as well play around a bit. If you level hold and find that you are losing mainly because you run out of life, upgrade. If your stats are such that your life difference isn't affecting you so much, then hold if you fancy.
Since respo (and quite often before as well) people claim that level holding isn't worth it, but I've met a few holders where the reduced life hasn't really affected them aka they kicked my ass and I wasn't expecting it. The answer isn't simply yes or no, as you can still be an "effective" level holder!
The catch is it is obvious if you are a level holder or not, at least between 1-20. Look at rank, drugs used, crimes done, log ins and log in frequency. If someone is lazy and not looking yea you could easily have a huge advantage, but the counter is often the extra hp would be worth more. The other thing is could be you're a high level already (not your case) and you don't want to level up to avoid becoming a punching bag with a bad stats/ level ratio.
you need your health to be as high as possible, unless you're whoring def.
+ when you lvl up you are able to buy a merit for every 2 lvl for 250 points, and leveling triggers some ranks wich also give you merits
On one hand, level holding is almost pointless now. And that u should, because u get increased life, and possibly ranks/merits.
One the other hand, u can still get increased life with merits (though it's harder, and some would considered that a waste.) And if ur in a faction, having a lower level, and attacking someone in the warring faction, who's level is above urs, u can gain more respect (which that would also lead to more merits.)

Sure I get lots of defends, surprise lots of attackers, chain in wars without raising alarms to who actually is hosping their members so they don't think about retaliating on me much, get a little more respect per attack, and I do pretty good while attacking too.
Also it's always cheaper to buy me out of jail or easier to bust me. And cheaper to bounty me (Not sure if that's an advantage) >.<
But on the other hand, I'm losing on lots of merits due to holding (Including not being able to buy more than 7 merits currently). I'm talking about 35+ merits that I can get if I stopped holding right now!
I lose on many attacks and defends due to the lower HP which I already mentioned above (HP is much more needed in this new attacking system).
Personally, I'm at a point where I'm getting more and more convinced of leveling up and I will probably do so. Just not quiet yet :s
in order to get any merits from the xp you gain from attacking you would have to lvl up, so gaining more xp from higher lvl is useless if you're holding
edit: read that wrong.. thought you said xp.. not respect :P
I think he's talking about the respect you gain from hosping and the merits you get from "respect gained". You get more respect if you're attacking higher levels.

I don't know how you can stand holding so close to a rank trigger (level 16). I caved and stopped holding for now.

a experienced guy in torn would know if your lvl holding or not so not really any use in holding them for defends
mostly all guys would check drugs taken ,crimes done,refill used respect gained etc before attacking these are easy ways to spot them
The answer to the question depends on what type of game you are trying to play.
Indeed, faction warfare it will work to trick lazy players. You'll have people making a mental note that you are a holder if you are strong. On bounties it will be a double edged sword (Cheaper to get bountied, but you'll get more free defends). As far as a counter to mugging-> depends on strength of the opponent you might be able to move more inventory because a weaker player thought they could mug you. Of course if they did enough research they wouldn't try to mug you and not buy the inventory.
In the end it depends on what sort of focus you want.
Actually age is probably the most telling factor combined with high activity, then the rest.
Age has very little relevance to stats. I'd say there are about 10 factors above it in importance including level.
As for the topic.
If you want free defends hold level. If you want the extra attacking benefits of life; upgrade. That's a decision you have to make yourself.
Well i got about 100 defends in one warring season.. so i guess it does pay being at low levels.. but i have lost a lot of battles too..
so there is a tradeoff for sure.. depends on what you want achieve.
and no matter what you decide.. there is no shortcut or easy way out.. stats have to be worked on.. :)
A veteran torn player will know if you're holding very easily, a newer player might not. I don't even consider level as a factor I compare activity level, drug use, and time they were spent as a donator. If it is higher than mine I assume they've been a donator for longer than shown, since it wasn't tracked for the longest time.
I had considered level holding myself when I was level 53, but with new attacking system , it seemed far more beneficial to level up and gain extra HP.
and as people become more careful about level holders, the free defends and runaways come less and less than before. However you can still gain many more defends level holding.
