given that the 'Ninja Legacy' mission is no longer available, how do i get access to the 'Dual Wield Melee' course?
or can i just use dual weapons without that course?

As far as i'm aware the only thing that course did was actually give you a set of dual weapons depending on your highest stat so for example if str was the highest then you'd get a set of dual hammers but i don't think they've ever been needed in order to equip them :)
You've never needed that course, I've been using dual sams for a long time
