If you have the experience to be a level 83 and you stopped taking upgrades at level 20 doesn't seem fair. Cute but not fair. If you are a level 83 you should have to post it as level 83. If it was something that the staff were doing everyone would raise hell. If Chedburn had anything to do with it everyone would be screaming.

Why isn't it fair? This game has many factors to consider before attacking someone, and the level has always played a very little role in it.
Life plays much bigger role in fights now than it used to, so if someone made the decision of level holding, then they aren't really with any advantage.

Im going to make the presumption you attacked a level 20, got beat, mailed them with an angry rant which resulted in them telling you they should be around the level 83... at which point you came to whine/complain, am I right?? If so, suck it up, move on and hit the gym!!
Level holding is a nice feature which I really like about torn. It has its positives/negatives and the debate will go on which is best.
Level holding was great in the old attack system...life is so critical now in battle like stated above...I wouldn't recommend holding unless stats are in billions and you can evade/absorb hits real well

Considering Chedburn coded into the game at the very start the ability to choose if you want to upgrade your level, I think it's safe to say that he actually had everything to do with it.
The only one screaming tho is you.
I always pay attention to age now when I attack someone, especially after trying to attack Shoog to get the bounty merit
Even in the billions you'd risk other stat monsters countering you. I'm not a huge stat monster relative to all the others my age but I can hurt all players I've encountered aside from BB, but he is in a league of his own. The way it stands you have to have many times over their stat to completely negate it's risk.
Always check a players stats before you attack - the life you save may be your own
overaeas is trickier because you can't see how many Xanax taken. You just have to compare game age and rank agaisnt your own. Or have a faction friend look for you in chat.
I don't recommend level holding to anyone, but in your case the level holder got what they level hold for = free defends
Funny, Are you saying you did not check to see how many xanax they have taken? or you neglected to look how many days they have been online, OR you didn't check to see how many crimes they have committed to compare against your own crimes to gauge how active they are. Or how many point refills the guy has taken
MY guess is: you did not check the stats of this level holder before you attacked him!

Life is unfair and Torn will not provide you with an escape from that reality. Deal with it. Also, there is always the option to hire a spy before you engage. It's sure as hell worth the $1m.
Level holding is silly but perfectly ok
Let the geeks level hold they are just making the game harder for themselves.
That's a valid point. What I'm saying though is its if ones stats aren't very very high its better to keep leveling imo to increase the chance of a successful defend or attack
