I got the drug icon with the tiny green arrow stuck at 00:00:00 and trying to take a xanax and this happens.

You're already under the effect of a drug. You'll have to wait 00:00:00 before you can take another.

Edit: Energy, Nerve and Happy bars all set to 00:00. I refreshed, logged out and back in, still the same.
