I am really interested in becoming and expert jail breaker is there any significance in having this skill as far as factions go? or any other applications it will be good to have for?

You can't anymore. Ched nerfed it. It used to give you a % of your total CE but now it gives you a static increase. People used to bust for both merits and the ability to do PA which gave huge payouts..
To become an expert jail busting agent, I believe you need disproportionately high dexterity.
Either a guess or a wish. Not sure which
dexterity does not help with busting anymore
busting success can be improved with law education , pertinent faction special, law firm company specials
if your level is higher it's easier to bust, and if you have done more busts you have higher busting skill
the more the person getting busted level is higher or time is higher the harder it is to bust, it's also harder to bust if you have done busts recently (cool down time can be as high as 24 hours)
I do like 3-5 busts in like 15 minutes, repeat after 24 hours
