I have been meaning to ask this for a while. When and Where do we get the advanced search button? Its a binocular shaped button as i have heard? Do we need to get to a certain level for it to open?

It's a donators feature.
In extension to what Bogie just stated, you'll need to either purchase a donator pack and use it, or a subscription. If you don't want to spend real money, a DP costs around $25,000,000 in game dollars in the market.
