I can agree with that.
If I recall correctly that special was said to be connected to crimes 2.0. I think the last time I saw it was 25% success to hacking crimes?
Unknown specials for the most part are tied in with other releases crimes 2.0, weapon 2.0, and etc.
I don't really see why they'd make it a special, I mean sure if it's really wanted but a faction with over 1b will most likely have a player with the BB thus making it somewhat pointless, if it has to be the leader/co-leader I also imagine it's something that would be funded by the faction in order to keep money safe and as a number of people would do this it means the pot of money needed to protect would be even lower.
best you could do is like maybe 3% of 500m
