I'm trying to compile a list of all the items in the game that are limited in circulation. By this I mean items that no more are possible to be injected from shops etc. On top of this, i'm looking for another list of items that the only way they can be brought into the game is by finding them in the city, like a casino pass or a cesium etc

You do know this is Questions and Answers right? You only made a statement there..
Everything you're looking for is listed in the torn Items wiki - click on the "Help" link at the top of the page to find the wiki.
As far as differentiating between unobtainable rares and city finds, well as a general rule the funky sounding weapons, a few specific armours, holiday event items (eg. eggs, Xmas items, etc) and holiday / birthday / staff collectibles cannot be found in the city, but pretty much everything else can.
Go to the item market and look for items with no buy price.
