I have a question.

Why do atoms have different electronegativity? What causes or determines an element's electronegativity?

Electronegativity is (essentially) the strength of an atoms ability to attract electron towards itself, yes?
This means that atoms with a larger atomic number, in general, will be more electronegative. Another factor is the number of electrons already surrounding the nucleus of this atom (and therefore shielding the positive charge of the nucleus) - less surrounding electrons = more electronegative. This is why (in general) along the rows and columns electronegativity increases towards Fluorine.

So an atom is most electronegative if it is large and has few electrons? That seems to contradict somewhat... Since larger atoms have more electrons.

So although technically correct as the atomic radius does increase, it's the positive charge from the nucleus that really counts. In the first row of the periodic table (lithium to fluorine, not including noble gases here) the elements get more electronegtaive. There is then a second trend, that down a column the elements as you say have more electrons as the atomic number increases. This shields the nucleus and reduces the electronegativity, so electronegativity decreases down from fluorine towards astatine.
