Sell. It is a car used for racing. If you start racing it will be a while until you could use it.
To be able to race any car, and the car you found or steal from the GTA crime again a while off for you to be able to steal them from crimes, is a higher tier car its better off selling either in the trading chat or forum, or back to the system at the torn docks, which can be found in the city link for the cash injection because you will be a long way off being able to race the Ferrari. Though be careful carrying that much money on you or you may be mugged for it.
To be able to race you need to purchase a racing license which costs 50 points.
