I think a better setup would be to require a mutual declaration in order to go to war. you can't have a faction that focuses on crimes because they're constantly getting target by those seeking easy respect.

factions are designed for warring you cant take warring then dont be in a faction as simple as that
Warring is par for the course. That is the main way to get respect, crimes are fillers.
Some friendly advice... If you don't war against a weaker faction and build up your Respect, you are going to end up having your faction eaten away from underneath you and you've wasted your investment. Crimes aren't going to sustain you, you MUST chain or you will either: a) never get any specials, or b) worst case, your faction founders.
