Your faction currently has a Peace Treaty / Cease fire with the faction that IRA is in! You may not attack them.

WHY DID I DO THIS :'(
Any chance you can revoke peace treaties?

I've had another go at this. It shouldn't be possible for the same faction to NAP / Peace treaty itself.
