As you can see the war of this faction is at 100% and once at 100% a claim victory button will appear for the winning faction.

If you look at all your wars you will notice you are at 100% in red and they have all won the war against you already. However they are not claiming victory because your faction has a lot of low levels. Low levels are hard to find in factions so a faction full of them like yours is a very good target for their weak low level members. Therefore they will keep attacking you forever until they are done with their warring all together which could be a while.

My advice is to abandon ship and look for an already established faction, being in a faction full of low levels is never a good thing as you will see a lot of hospital time quite often.

To participate in wars click the "Faction" bar in your sidebar and your faction menu will open.Once it opens it shows all the factions you are at war with.Click a war bar and it will open you just have to choose a member and attack him/her.Leaving on street and mugging gives low respect but hospitalizing gives high respect and therefore several hospitalizes in a row by several faction members will start a chain and on the 3rd hospitalization a chain bar will appear under your lifebar in the side bar.That bar will appear for all members and members might continue the chain by hospitalizations.Once the bar reaches 100 attacks it is counted as one chain which can give you more than 24 respect!If your faction gets more respect than an opponent you can claim victory over them.
