mIRC is a downloadable program for windows.
The IRC server itself you'd have to access using a different application. Do a search in the appstore (Someone with better knowledge of apple IRC apps can recommend...) and download one to use.
The server you'll need to log on to is: irc.torn.com
Port: 6667
Default channel is #lobby
All non registered users will automatically join that upon connecting anyway.
