Got 220 army points to spend on defence is it better to get my happiness up or does it not matter

happiness doesn't matter. OTOH 220 army points is not worth spending, if you can, wait until you get at least 1K, see

When you take a starter job in the army you are given Army points (job points) same as job points but for army.

You can use them for the job specials within the army.

And for leveling up of course.

If you aren't at the highest Army rank already, I'd recommend getting there before worry about spending any points.

Is anyone else confused why he asked for downrates? I know this technically counts as asking for rates but still...

well, last week, someone was holding a competition in F&G for who could make the most new enemies. Maybe this week, the contest is for the most down votes.
