Ranks:

1. City councilman
2. Head of council (or Council Speaker?)
3. Mayor's Assistant
4. Mayor
5. Senator
6. Governor
7. Nominee
8. Vice President (Special)
9. President (Special)

Anybody can reach ranks 1-7 but they can't upgrade to 8-9, those who reach Nominee will be eligible to be nominated to become Vice President or President, a small group of people can be randomly selected to vote for a random group of nominees, two nominees will be selected to be VP and President, only this will happen once every 4 weeks. These jobs require a lot of intelligence and endurance and are high paying, VP and President are VERY high paying.

Feel free to expand on this idea. This is something I'd really like to see in Torn.
