I've seen a huge number of new players on this game get "bounty spammed" on this game which makes it nearly impossible to play. Would it not be possible to but a lvl cap on bounties being placed for example a lvl 60 would not be able to bounty a lvl 5 player? I feel this will hugely increase the fan size for this games as more and more people would stay and play rather than alot of big egos just having fair game trolling players with game mechanics.

It's not the staff's job to babysit the crybabies who get bountied. If they wanted such a system they'd just remove bounties in the first place. It exists in the game and is perfectly legal, staff won't intervene for something …

the reason they get bountied is because they are annoying. leave it
We all know that's not always the case.
In some cases an appeal process would be beneficial for staff intervention and i do mean in 'some' cases.

If there was a level cap on bounties, wouldn't level holding just fk up the whole system?
Maybe after a certain time spent the cap no longer applys maybe whichever of the two is shorter? But the 14 day ATM does nothing for most who work everyday and cannot be on as often as most

It wouldn't effect anything about level holding, it would just be so you can't bounty people who are too much lower than your true level, i'm not saying they should make level holding impossible

It exists in the game and is perfectly legal, staff won't intervene for something like faction theft or scamming, so why should they bother with cases like bounties? Should they do the same in faction wars? How is this decided? Just whether or not said staff member feels bad for the whiner or if the whiner is especially whiney?
they have 14 days protection where they cant be bountied unless they join a faction in that time
i think thats more than enough, them getting bountied usually is a result of them begging for stuff, then acting like arseholes when they are told no

OK what about the minority that cannot do anything but quit why should they?
Young players, as I was a young a*****e myself, do get bullied, but it suffices to say that they kinda ask for it. While I don't agree with bountying someone who simply asks for help. I very much hate that "shut up noob" attitude vet players have. It's just stupid. Anyhow, I had a bounty because I talked a lot of shit. While I was just in my shit talking, those sensitive lames were higher level soooo, yup. But my strategy won over all. Just mug someone to pay for your aid kits, get out early again and train. Then get out again and mug. As a starter, there's really not much else to do anyhow, so those being bountied will be ok. It usually only lasts for a week I think.
Yeah, but then you could find out an approximate true level by attempting to bounty someone before attacking.
Besides all of that, being hospitalized is a huge part of this game. Don't believe me? Join a faction and see how often you are out of the hospital when you log in. I have to med out damn near every time I log in.

90% of us didn't get bountied at the start...those that due usually have done something to deserve it....bit harsh, but it's a good lesson

Putting any restrictions based on level can not work, considering anyone can hold their level. So you could have a multibillionaire level 1 bounty you to death, but a poor level 60 couldn't bounty a level holder that's stalking them?
I recommend that you take time to learn the many game mechanics that make Torn great, before making suggestions for change.
New players are getting more impatient and more fickle as the game progresses.
Complain about being victims, yet don't realise the endless opportunities they have compared to when many players were their age. We've all struggled at the start and we've all made enemies.
New players already have protection for 14 days, that's long enough to learn the basics. Staff can't hold your hand for any longer than that, it won't help your development.
Let me put this in perspective; Say the protection lasted 100 days instead. Players would grow accustomed to such a luxury so much that when the protection ends, they won't know what to do. If they're anything like the whiners we have now, they will want more protection. Or worse, if they're half as arrogant as many new players, they'll have accumulated enemies while protected, said enemies will then seek vengeance. This will result in more crying in the forums no doubt.
TL;DR Give more and they will still ask for more.
Keep your head down, mouth shut.
