Some suggestion for event
When someone set high explosion bomb (DB) in the city :
- citizen panic
- public order collapse
- all crime will free risk (never get jailed, still can be hospitalized - like arson crime)
- when bomb exploding, whoever still doing crime will get caught by the radiation.
