If you're hitting nothing buts zeros then yes, he is a defense whore and your strength just isn't high enough to get through it without help, that may be because your strength is really low or because defense is the only stat he really leveled. Your only options are to get another person to join the fight to lower his stats, take a Vicodin to boost your strength passively, or (if you have done the biology education courses) take an Epinephrine during the fight to boost your strength and hopefully hit through his defense.
Defense whores happen, if you don't want to spend more money on getting help or using boosters, then just let it time out. As your stats get higher defense whores will become less of an issue.
