The rules page will now appear on the sidebar (pulsing red) on a yearly basis to ensure that all players are fully aware of the rules.
To remove it, you can visit the page and accept the rules at the bottom. If you do not accept the rules, nothing will happen - it'll just continue pulsing red until you do. Once accepted, it then won't appear again for a year. Whether you accept them or not has no impact on what happens if you break the rules, it's just to increase awareness.
The rules page is also always available at the very top of the site (With News, Forums, and Help) if you ever need to view them again.
