It depends on your style of gameplay. They're extremely valuable though so it may be worth waiting until you know what will benefit you the most.

I myself am very combat orientated, so things like life, critical hits and weapon mastery are a focus of mine... but I also have merits in other areas, such as bank interest and hospital time increase.

Be sure to upgrade your Life, Critical Hits, Weapons mastery (choose one) and Awareness to 7/10 if possible, best of luck in game,

I always recommend new players start out with reducing education time first, max that, then banking interest and max it. (No point in doing the banking first unless someone gave you a really big pile of money when you started.)

Doing it this way is thinking long term. (And Torn is a long term game.) If you don't expect to play long term, then I'd go for life, crit hits, weapon mastery.

I'm not a fan of awareness, but some people swear by it. To me, it gives you a small additional chance of a city find, but most city finds are cheap items not worth worrying about.

And if you aren't sure, then just hold onto your merit points. No need to spend them as soon as you can. Make sure you know what you want to spend them on.
