For every action I have to scroll down now.

What device/browser/OS are you using?
PC / Chrome / Windows 7
This bug is going in and out once in a while.
I assume the server has bigger problems and this bug is just a symptom.
I'll see if dimitryz has any idea
Chedburn has announced that the server migration problems are over, and so is this bug.

Yes, the bug has disappeared. The page layout is all normal again.
