So a lot of factions ask for your natural nerve bar so they can figure out what kind of OC's you can do. Why don't they ask for your total nerve? Does that count for anything or no?

Your NNB is the nerve you've gained from Crimes, your total nerve is that plus the passives you have which do not assist in OCs.
The difference in your NNB and total nerve is enough to fail an OC for example, my NNB is 40 and I am capable of doing a planned robbery, probably propped up quite a bit and my total nerve is 58, if my NNB was 55 they'd be putting me in the higher OCs which I have no chance of doing.
