I think you need to sell more items back to the game, not only one item?
i sold 40 combat gloves more than 5 combat pants
And you sold these to Big Al's Guns right? Not the item market or anything else?
Have you tried leveling up and then seeing if your cap goes up with you?

Try leveling up and see if that lets you increase the cap? I would not be shocked if lower levels had a cap for reasons.
