3% of 35% is 1.05 ?
so a mistake in my interpretation?

i believe so, i believe its 3% of the negative passives for any of the drugs, not only xanax, so forinstance for the negitive 20% from shrooms it would nullify 0.6%
i think it would be a bit over powered if it was a straight passive %
It's 3% of the 35% stat reduction in xanax per rank, so around 1.05% each level. With Side effect 10, xanax should drop you -24.5% instead.
Other drugs have different stat reductions.
