4 members with 60 natural nerve bars between them, ideally held for a decent length of time each.
Start with that, do a planned robbery to start in order to rank their CE, then attempt the PA
If it succeeds, great... Continue. If not, find someone better and replace the weakest CE member with that person. Repeat.
