how do new players get to level 15 fast?
i know a little bit like beating a LEAVING players but can someone help me out ?

Find high level targets with low stats and leave them on the street. There are leveling lists complete with stats out there, have a look for one.
There are several weak players that are inactive. I suggest finding them. The target I used was level 23, which was significantly faster per level than a level 15. So you should use the highest level target you can with your stats, and actively pound the crap out of him or her.

Actual newbie players can get to level 15 fast by reading the Tutorials and Guides section of the forums. There is a ton of guidance for how to get started, how to level quickly, how to make money, how to avoid losing your money, how to train, etc. Throe has a couple very good ones, for example, that are geared toward brand new players.
Just read all the threads that have a 20+ rating and I absolutely promise you that you'll have the foundation to become a much better player.
Crime experience also helps you level up so make sure you are doing the "safe" crimes as much as possible as well. Plenty of guides on this as well
