It is basically mug the target and then return the money mugged to the target.

Just successfully beat my target to find he has no money. Obviously I can't complete the mission because there is nothing to return. Surely the game should give me a target where I'd actually get something or at least let me complete it if the attack was successful but no money gained?

You can try again later, or if you really just want to get it over with you can send the target some money to be mugged.
