In the "keeping up appearances" mission I mugged my target but wallet was empty. I'm supposed to mug him and return the money to complete the mission. Obviously I can't do it in this instance with my target.

He will have mug protection (assigned to multiple users, etc), you'll have to wait a few hours and try again. Could even try sending them some cash as well before trying again.

Unfortunately, the higher your level goes, the smaller the target pool becomes, so things like this will become more commonplace.
