If you wish to stop playing you can always just log out and no longer play, the game will not contact you as long as you have changed your email settings in preferences to unsubscribe for the different newsletters.
However if you really want to have your account removed from the game you can mail or chat an online Officer in game to request to have it placed in federal jail. This action is final and cannot be undone, so be sure that is what you want to do before you do this.
There is no way for you to delete your account yourself.
