It could be made into a cash sink.

My suggestion is to allow players to pay extra to add a message to their bounty. It could be a description of the reason or a message to the one being bountied. You could regulate them so that obscene messages could be punishable or unable to be added.

There are a lot of Torn citizens who are zealous and have conviction of their beliefs, so much so that they'd attack people for something they did rather than just because they're bountied. Some might choose bounties based on a certain violation of conduct - scamming, for example, is looked down upon by many despite being legal within the game's rules.

Small idea, but I'm open to discussion or additions. What do you guys think?

To get around messages having to be manually checked there could be a drop down list of options: scammer, bug mugger, poacher etc

So you could buy 10 bounties on someone calling them a scammer, all with a reward of $1. Toss in anonymity and the message fee and that's $3 a bounty. There's no way to buy the bounties off so they are there permanently until people waste 250e taking them off, at which point you just slap them back on again. Every person who visits their profile or wants to trade with them sees the huge red text saying they are a scammer, killing their game.

But unfortunately it doesn't say that, it just says that it will cost extra. Changing it after the fact and going "HAHA TRICKED YOU NOW YOU REPLIED WITHOUT CONSIDERING SOMETHING NOT YET WRITTEN" doesn't change the fact that it's a shit suggestion.
