If you break the rules do u automatically get permanately banned (account deletion) or do you just get temporarily banned because I told someone ik to stop doing an act that was against the rules but if he gets caught would that mean he will get banned forever or not, or will he recieve warnings, thanks.

Warning followed by temp ban for few days, then next time is more days, then next time is more

Yeah....I am sceptical on the accuracy of what happens on breaking the rules.
It depends who you are, and which staff member you are dealing with. Can range from permanent ban to being compensated for your efforts.
Yep spend enough and not a threat to 'important' factions and your fine.
