My guess is that the jackpot isn't paying out 100% of what is put in, it's a percentage. Keep in mind, in addition to the jackpot, there are other payouts, and probably it's designed to give a house edge. So the jackpot payout amount is probably a % of some large number, and that won't normally come out to a nice even number.
