How are rules and the individual interpretations of staff effecting Torn? When one citizen is cited as bad, then sees another citizen do similar if not same things they are interpreted as good. How does this negatively effect/affect the citizen that was deemed bad? How could this make one not feel they have a duty to do anything, as it is not received in the same way?

Nothing in the world, indeed nothing even beyond the world, can possibly be conceived which could be called good without qualification except a good will. An act of willing cannot be used to determine that the person has a good will; good consequences could arise by accident from an action that was motivated by a desire to cause harm to an innocent person, and bad consequences could arise from an action that was well-motivated. Instead, a person has a good will when he 'acts out of respect for the moral law'. People 'act out of respect for the moral law' when they act in some way because they have a duty to do so. So, the only thing that is truly good in itself is a good will, and a good will is only good when the willer chooses to do something because it is that person's duty, i.e. out of "respect" for the law.

I have absolutely no idea what that second paragraph was supposed to say, but I can respond to the first one.

It doesn't really affect anything. Staff, as players and volunteers aren't obligated to act. One staff member might take action against something, and another might let it slide. Some are more strict, some are more lenient. In the end, it doesn't really matter, since if you're following the rules no action will ever be taken against you. Staff might interpret certain things in different ways, but if they acted wildly outside of the guidelines they wouldn't remain staff for long.
