but does failing a jail bust reduce the chance i will bust the next person out?
kinda like how failing a crime lowers your crime xp?

This actually is incorrect. Only successful busts reduce your chances of success for further busts. If you fail, you can try again without any detriment from the prior attempt.

each bust attempt makes the next harder. After 3, depending on level, faction bonuses, education bonuses, etc. in a 24 hour period. Bustin becomes difficult
