Yes, only when torn designer wants to add new sectors of game like1) underground boxing, 2) Sea-race, 3) Avivation race (each with liciense of course) etc with education to improve the skills like Nutrition/ Enginnering etc types.
or else there wont be any new section of education.
Yeah, You should wait for more than 8 years
