Probably a better fit for Q&A, but the higher the participants natural nerve is more meaningful for OC success.
Your question on train robbery natural nerve largely depends on the mix of participants, but let's say a minimum of a 50 nnb should be fine. Obviously the higher the better.
How filled the participants nerve bar is doesn't matter, only their crime experience. The higher their natural nerve bar (your max nerve without any extra nerve from faction upgrades or merits), the higher their crime experience is.
